In Parashat (Torah portion) Mishpatim, we get a whole litany of laws regarding justice and fair treatment of people and animals. It includes the famous "eye for an eye" line, represented by the two Nazir (blue eye) amulets on the edges of the scale. The various parties concerned in the laws (men, women, children, slaves, & animals) balance out the scales. Atop the scales is a flame representing the form which, at the end of the portion, God promises to take so the people can follow Him. At the bottom of the scales are twelve gemstones, one for each tribe, to represent the 12 stones Moses erects toward the end of the portion. In the center is the quote "and you shall be a holy people" -- the ultimate purpose of all the laws.
